By getting almost 5 million views, Riri surpasses Nicki Minaj who previously held the record with her "Stupid Hoe" video.
Back then, the female rapper took in 4.8 million views, the highest single-video VEVO number in 24 hours ever.
Vevo tweeted the recent news:

The video site’s tease to Justin Bieber sets up a challenge for the Canadian kid’s fans to see if they can break Rihanna’s new record with views of his brand new clip, “Believe,” which debuted Thursday.
Regardless, Rihanna shared the news with her fans, tweeting:
